Lange Tactical Consulting operates in full compliance with federal law administered by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and California firearms law administered by the California Department of Justice Bureau of Firearms. Compliance is not a marketing line for us — it is the operating standard of the business.
Our licensing
- Federal Firearms License (FFL), Type 01 — Dealer in Firearms Other Than Destructive Devices
- California Firearms Dealer (CFD) — Certificate of Eligibility and dealer license on file with the California DOJ Bureau of Firearms
- California Ammunition Vendor — licensed with the California DOJ Bureau of Firearms
- California DOJ Certified Firearms Safety Instructor

Firearm sales and transfers
Every firearm transaction — whether a sale, a transfer between private parties, or the receipt of a firearm purchased from an out-of-state retailer — is processed through our licensed premises and complies with the following:
- ATF Form 4473 completed by the buyer at the time of transfer
- DROS (Dealer's Record of Sale) submitted electronically to the California DOJ
- California 10-day waiting period before the firearm may be released, required for every transaction without exception. The buyer must remain eligible at the time of pickup
- Federal and California background check completed through the California DOJ, which simultaneously satisfies the federal NICS requirement
- Firearm Safety Certificate (FSC) required for all firearm purchases. Buyers must present a valid FSC at the time of DROS, or we can administer the FSC test on site
- Safe handling demonstration required in our presence for all handgun purchases, and for long gun purchases as applicable
- Roster of Handguns Certified for Sale compliance for all new handgun sales. Handguns not listed on the California DOJ roster cannot be sold as new firearms
- Eligibility verification — buyers must not be prohibited persons under federal law (18 U.S.C. § 922) or California law (Penal Code § 29800 et seq.)
Multi-firearm purchase limit (AB 1078)
Effective April 1, 2026, California law limits a person to applying to purchase no more than three firearms of any type within any 30-day period, with limited exceptions. This replaces the prior one-handgun-per-30-days rule and now covers all firearm types. We track this at the point of DROS and will decline to process any transaction that would exceed the limit.
Ammunition
As a licensed California Ammunition Vendor, Lange Tactical Consulting processes ammunition sales and transfers in accordance with California law:
- Every ammunition purchase requires an in-person eligibility check through the California DOJ, completed at the time of sale. Online ordering with home delivery of ammunition is not permitted under California law
- Standard DOJ eligibility-check fees apply — $1 for buyers with a current firearm record on file (Standard Ammunition Eligibility Check), $19 for buyers without a current record (Basic Ammunition Eligibility Check). A separate Basic check is required each time for buyers without a record on file
- Ammunition purchased by California residents from out-of-state retailers must be shipped to a licensed California Ammunition Vendor. We accept these transfers for eligible buyers who complete the in-person eligibility check at pickup
- Buyers must present valid California driver's license or California ID showing their current address. Buyers whose ID does not establish U.S. citizenship will be asked to provide additional documentation of lawful presence as required by DOJ
- We do not sell or transfer ammunition to any person prohibited under federal or California law
Ammunition purchases are recorded in the DOJ's Ammunition Purchase Records File as required by Penal Code § 30352
Prohibited items and restrictionsWe do not sell, transfer, or accept transfers of the following under any circumstances:
- Assault weapons as defined by California Penal Code § 30510 and § 30515
- Large-capacity magazines (magazines capable of holding more than 10 rounds) prohibited under California law
- Unserialized firearms, frames, receivers, and precursor parts — under AB 1263 (effective January 1, 2026), precursor parts and unfinished frames and receivers may only be transferred through a licensed California dealer with appropriate eligibility verification
- Standalone firearm barrels except as permitted under SB 704 (effective January 1, 2026), which requires in-person sale through a California-licensed FFL
- "Readily convertible" handguns as restricted under AB 1127 (effective July 1, 2026) for dealer sales
- .50 BMG rifles as defined by California law
Any firearm, ammunition, or accessory prohibited by federal law, California state law, or local Mission Viejo or Orange County ordinance
Secure storage — dealer premises
In accordance with California Penal Code § 26890 and related dealer-security regulations, all firearms and ammunition inventory at our licensed premises is stored in compliance with California's dealer storage requirements during non-business hours, including alarm, safe-storage, and access-control requirements.
Records
We maintain Acquisition and Disposition (A&D) records in accordance with ATF regulations (27 CFR Part 478), including bound-book or approved electronic A&D records, retained Form 4473s, California DROS records, and California Ammunition Purchase Records as required by Penal Code § 30352. Records are retained for the periods required by federal and California law and are made available to ATF Industry Operations Investigators and California DOJ inspectors on request.
Who we cannot sell to
Federal and California law prohibit firearm and ammunition transfers to, among others, persons who:
- Have been convicted of a felony or certain misdemeanors
- Are subject to a qualifying restraining order or protective order
- Have been adjudicated mentally defective or committed to a mental institution
- Are unlawful users of any controlled substance
- Are fugitives from justice
- Are in the United States unlawfully or have been dishonorably discharged
- Have renounced United States citizenship
- Are under the applicable minimum age (generally 21 for handguns and ammunition; 21 for long guns under current California law, subject to limited exceptions)
- Are otherwise prohibited under 18 U.S.C. § 922 or California Penal Code § 29800 et seq.
