Youth Handgun Safety Notice Required by 18 U.S.C. § 922(x) and 27 CFR § 478.103


THE MISUSE OF HANDGUNS IS A LEADING CONTRIBUTOR TO JUVENILE VIOLENCE AND FATALITIES.
Safely storing and securing firearms away from children will help prevent the unlawful possession of handguns by juveniles, stop accidents, and save lives.
Federal law prohibits, except in certain limited circumstances, anyone under 18 years of age from knowingly possessing a handgun, or any person from transferring a handgun or handgun ammunition to a person under 18.
A knowing violation of the prohibition against selling, delivering, or otherwise transferring a handgun to a person under the age of 18 is, under certain circumstances, punishable by up to 10 years in prison.

Federal law prohibits the sale, transfer, or delivery of a firearm or ammunition to any person who:

  • Has been convicted of, or is under indictment for, a crime punishable by imprisonment for more than one year
  • Is a fugitive from justice
  • Is an unlawful user of or addicted to any controlled substance
  • Has been adjudicated as a mental defective or has been committed to a mental institution
  • Is in the United States unlawfully or under a nonimmigrant visa
  • Has been discharged from the Armed Forces under dishonorable conditions
  • Having been a citizen of the United States, has renounced their citizenship
  • Is subject to a qualifying court order restraining them from harassing, stalking, or threatening an intimate partner or child
  • Has been convicted of a misdemeanor crime of domestic violence

California law imposes additional prohibitions. See California Penal Code § 29800 et seq.


 California Safe Storage and Child Access Notice Required disclosure consistent with California Penal Code § 26835 and SB 53 (effective January 1, 2026)


FIREARMS MUST BE HANDLED RESPONSIBLY AND SECURELY STORED TO PREVENT ACCESS BY UNAUTHORIZED USERS, INCLUDING CHILDREN.
Under California law, all firearms in a residence must be securely stored whenever the firearm is not being carried or in the immediate control of the owner or another lawful authorized user. Secure storage means the firearm is maintained within, locked by, or disabled using a California Department of Justice-certified firearm safety device or a secure gun safe.
For an unattended handgun in a vehicle, the handgun must be locked in a container that is either out of plain view or permanently affixed inside the vehicle and not in plain view. A glove compartment or utility compartment does not qualify.
Penalties for violation include infractions up to $500, misdemeanor charges for repeat offenses, and additional penalties if a child or prohibited person gains access to an unsecured firearm.

Background Check Requirement Notice
All firearm and ammunition transactions at Lange Tactical Consulting require a background check as required by federal and California law.

  • Firearm purchases require submission of ATF Form 4473 and a California DROS, which includes a combined federal and California background check
  • Ammunition purchases require an in-person California DOJ eligibility check at the time of sale
    All firearm purchases are subject to California's 10-day waiting period


We cannot release a firearm or ammunition to any person prohibited under federal or California law, and we will decline any transaction that we believe, in good faith, may violate law.


California Proposition 65 Warning Required by California Health and Safety Code § 25249.6 et seq.


WARNING: Discharging firearms in poorly ventilated areas, cleaning firearms, or handling ammunition may result in exposure to lead and other substances known to the State of California to cause cancer, birth defects, and other reproductive harm. Firearm Safety Certificate Requirement

California law requires a valid Firearm Safety Certificate (FSC) for the purchase of any firearm, with limited exceptions. The FSC test may be administered at our licensed premises. Contact us at 949-291-2986 to schedule.

Safe Handling Demonstration Requirement

California law requires every handgun purchaser to perform a safe handling demonstration with the specific handgun being purchased, in the presence of a DOJ-certified instructor, before the firearm may be released. This demonstration is performed at our premises at the time of pickup, at no additional charge.


Ammunition Purchase Disclosure Consistent with California Penal Code § 30352

Information about ammunition purchases, including purchaser identity and the quantity of ammunition purchased, is recorded in the California DOJ Ammunition Purchase Records File. A valid California driver's license or California ID is required for every ammunition purchase. California residents may not lawfully receive ammunition shipped directly to a residence from an out-of-state retailer; such shipments must be received by a licensed California Ammunition Vendor.


ATF and DOJ Oversight
Lange Tactical Consulting is subject to inspection by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Industry Operations Investigators and by California Department of Justice Bureau of Firearms personnel. All Acquisition and Disposition records, Form 4473s, DROS records, and Ammunition Purchase Records are maintained as required by federal and California law and are available for inspection.
